There is a tool for the pro 3 but not the pro 4. I also asked this question with my management at work who have direct enterprise support contacts at microsoft who advised that they are creating a new and better tool for the surface pro 4 that will enable enterprise mode for managing the uefi. But this will not be available until Q2 2016.
