The solution in my case was not removing Download nor SoftwareDistribution. If you leave Windows Update open "doing nothing" you can check in Resource Manager that is not downloading, however it's constantly doing things in that folder. Therefore, I believe the updates were downloaded and Windows was doing something with them.
